In March 2010, Hunter Higgs organized a coalition of nonprofit theaters to respond to the negative impact that expanded casino gambling will have on downtown performing arts centers. Resort casino entertainment threatens downtown performing arts centers by outspending on headline performers, imposing exclusivity clauses, and drawing audiences away from downtown economic centers. By highlighting the role of performing arts centers in revitalizing downtowns, Hunter Higgs created support and won a dedicated revenue stream from state gambling income in the House version of the bill. Hunter Higgs continues to lead the campaign as the gambling bill moves to the Senate.
